KEWAJIBAN KHUSUS GURU BESAR

Tidak diharuskan ketiga kewajiban rampung setiap tahun, melainkan cukup satu kewajiban aja setahun (1) Penelitian untuk menghasilkan karya ilmiah/seni, (2) Menulis/Publikasi, (3) Menyebarluaskan Gagasan. Asalkan ketiganya rampung dalam siklus 3 tahunan, terserah mana yang mau dirangkap dalam setahun agar Ybs bisa menikmati kebebebasan dlm tahun-tahun lainnya.

Contoh, sepanjang th 2012 saya telah (I) meneliti Transforming the Shakespeare’s Mid-Summer Night Dream into Balinese Theatre dan menghasilkan karya seni Bali Dream; (II) menyebarluaskan gagasan via lecture on Balinese Theatre, menggarap Bali Dream dan pagelaran di IMFA 2x show, di Yale University 1x show, dan di Butler University Indianapolis 10x show; (III) Publikasi 2 artikel: (1) “Kesiman Progressive Festival: Redefining and Revitalizing Bali through Cultural Art Festival” in Education in Indonesia: Perspectives, Politics and Practices edited by Rommel A. Curaming and Frank Dhont, (Yogyakarta: FIS Press, 2012), pp. 227-246. dan (2) “Irawan dalam Sastra dan Transformasinya ke dalam Wayang Kulit Bali”  Seni Pewayangan Kita Dulu, Kini, dan Esok. Rustopo (ed.). Surakarta: ISI Press Solo, 2012: 76-97. Jadi dgn melaksanakan ketiga kewajiban khusus profesor th 2012 maka sesungguhnya th 2014 dan 2015 saya sudah bebas dari kewajiban khusus profesor, meskipun untuk deposito kredit akademik saya masih melakukan ketiga kewajiban itu dengan senang hati.

Boy dalang puppeteer: featuring the story of Baby Jabang Tatuka Saves the Heaven presented at Indianapolis Museum of Arts and Yale University  2012; Duel Arjuna VS Karna for 2012 Bali Arts Festival; Bima Goes to Heaven, Sutasoma the Real  Humanist Leader for Kesiman Progressive Festival; The Siege of Bimaniu; and Arjuna’s Meditation, Supraba’s Detective Role. The last one was featured for WNCH UNESCO 2011. A version of Arjuna’s Meditation was a combined puppetry and dance drama that performed for GNCA Symposium, Workshop and Festival on Intercultural Dialogue between Northeast India and Southeast Asia, held in Northeast India and New Delhi from the 20th of February to 21st of March 2010.

KEGIATAN ILMIAH LAIN

Pasal 10 (2) PP60 th 1999 mengamanatkan adanya kegiatan ILMIAH LAIN: “Dalam penyelenggaraan pendidikan tinggi dapat dilakukan kuliah, seminar, simposium, diskusi panel, lokakarya, praktika dan kegiatan ilmiah lain.” Siapa yang memiliki credential academic penuh unt melaksanakannya??

Program unggulan Dikti terbaru: SAME (Scheme for Academic Mobility and Exchange). Intinya Dikti mendanai Prodi untuk mendatangkan tenaga ahli dari luar negeri dan mengirim dosen-dosennya ke world-class-university luar negeri melakukan academic recharging.  

Menurut Alat Ukur BAN PT, dosen peneliti internasional berpotensi menambah nilai akreditasi prodinya dgn serangkaian nilai 4 atau A.

6.4.1. Proceeding LN dibilang tidak ada oleh Setjur Bpk Nym Sukerta padahal sy punya.
7.1.3. Publikasi LN sy hanya dibayar 2x masing-masing 10jt, yang lainnya belum dibayar hingga kini, padahal dlm B-Arts disetujui peningkatan setiap tahun 4x, 6x, dan terakhir 8x.

Meski koruptor utama ISI Denpasar belum ditemukan tetapi banyak yang menduga sumber skandal kegagalan kreativitas akademik dan artistik ISI Denpasar bisa di klik di sini! Menurut fakta persidangan PN Dps: (1) “Tindakan melawan hukum terjadi ketika dana B-Arts di Rekening Rektor sudah digunakan sebelum ada dana pendamping.” (2) “Rektor tidak memenuhi tugas kewajibannya menyediakan dana pendaping 10% thn 2007.” (3) “Kerugiana negara terjadi mulai dicatutnya dana B-Arts 30% dgn kedok untuk dana pendamping dan pajak.” Jakti kenten pak???

Menurut GUIDELINES: Unit Pelaksana/ Penyelenggara B-Arts harus ada di Jurusan/Prodi pemenang dgn dana pendamping 7,5%. Di rektorat hanya ada Unit Koordinasi/Monitoring/Evaluasi yg bekerja dgn dana pendamping 2,5%. Rektor WAJIB menyediakan semua dana pendamping itu (10%) dgn matching fund / counterpart budget yg telah disanggupinya dlm Letter of Endorsement. Beliau berwenang mengawasi, bukan melaksanakan, krn yang menulis/mengajukan proposal serta memenangkan B-Arts bukan Rektor, melainkan dosen Jurusan/Prodi. Sebagai Pimpinan dan Penanggungjawab Rektor mestinya mencegah pencatutan dana B-Arts 30% dari pada mencegah dosen naik pangkat, menjegal dana penelitian B-Arts 2009, menjegal izin penelitian Leiden 2011, menjegal izin academic recharging. 

Dana publikasi @10jt dan presentasi B-Arts @30jt hanya boleh di luar negeri, bukan di Gedung Candrametu dgn kedok Seminar FKI Internasional. Kasihan banget rekan-rekan dosen/pejabat banyak yg ikut menanggung dosa penyalahgunaan wewenang dan penyelewengan uang negara ini. Semoga Ida Hyang Widhi Wasa membimbing kita bersama membersihkan noda-noda hitam yg mengotori sejarah awal kehidupan ISI Denpasar yg bisa di klik di sini!

Dana pendidikan dari B-Arts (three years funding 2007-2009) semesinya tidak dikembalikan ke khas negara sbg “dana pengadaan”, melainkan Tim Inovasi Pembelajaran yg dipimpin oleh Bpk Seramasara seharusnya paham merekomedasi rancangan Inovasi Pembelajaran bidang Fasilitas, Aktivitas, Civitas, dan Produktivitas dengan merujuk 16 asumsi trategis (success factors) yang disetujui proposalnya di halaman 7, yakni:

  1. Promote Humanism and Multiculturalism in Wayang
  2. Develop innovative teaching activity of wayang
  3. Collaborate artistically and co-operate academically in wayang based creativity and academic programs.
  4. Try to win B-Arts competitive grant.
  5. Use wayang local genius in various matters of artistic creativity
  6. Create potential wayang-based creativity for self-generating revenue.
  7. Contribute and disseminate humanist ideal to community.
  8. Promote humanity and cultural diversity as manifested in wayang
  9. Develop new production based on the significant values of wayang
  10. Improve the teaching-learning process with local genius of spirituality.
  11. Propose artistic collaboration with foreign partners.
  12. Consider academic creativity based on the local genius of wayang.
  13. Develop wayang artistic and academic creativity featuring moral values, social decency or code of ethic, and local genius.
  14. Propose a grand initiative featuring humanism and cultural diversity
  15. Propose UNESCO to fund wayang production featuring humanity, cross-cultural understanding, and natural harmony.
  16. Integrate universal issues into newly-developed wayang production for global market.

Dengan dana teaching innovation (bukan dana pengadaan), kebanyakan dosen Pedalangan mampu melaksanakan strategi nomor 1, 3, 5, 7-11, 13, dan 16 secara mandiri, coorporasi, ataupun partnership.

Tenaga ahli luar negeri yg pernah memberi workshop pd Jurusan Pedalangan: Prof. Kathy Foley dan Dr. Peggy Gallager (UCSC), Prof. John Emigh (Brown Univ.), Dr. Ursula (Ohio Univ.), Prof. Lynn Kremmer (Holy Cross College), Dalang San Frascisco Lary Reed, dan Lucky Bhatt (India). Sebenarnya Rektor yang berwenang tapi malahan saya yang diminta mengundang Dalang dari India untuk kolaborasi.

Renstra ISI 2010-2014 memfasilitasi kuliah berbasis ICT. Tgl 28 Jan 2013 Bapak PD I FSP dlm Rapat Jurusan mengatakan: “Rentra belum bisa dilaksanakan karena belum ada Juknisnya.” Mengapa sudah 3 th Juknis belum ada Pak?? terus… Renstranya unt apa Pak??

PERATURAN PERUNDANGAN

PP60 th 1999 & STATUTA ISI Dps mengamatkan GB menilai kineja Rektor dan merumuskan kebijakan penilaian prestasi akademik, kecakapan, dan kepribadiannya. Tapi bila GB dikeluarkan dari Senat, itu jelas melawan PP60 & Statuta dan menjadikan Senat serta keputusannya cacat. Bila ada yang dapat menunjukkan bahwa surat GB menolak Prof. Rai salah isinya, atau fakta/aspirasinya, atau dasar hukumnya, GB akan berikan pengharagaan atau sekedar tanda terimakasih kepada Ybs agar GB bisa memperbaiki kebijakan penilaiannya. 

Ketika MK membatalkan Keppres pengangkatan Gubernur Definitif Bengkulu, para Wamen, bahkan status Jaksa Agung Hendarman Supandji dinilai ilegal setelah 2009, solusinya hanya SK Presiden yang itu-itu saja yang direvisi/diperbaharui. Mengacu praktik kenegaraan ini, KALAU surat GB menolak Prof. Rai nanti terbukti salah, tidakkah cukup mencabut atau mengabaikan surat GB itu saja? Dari pada mengabaikan PP60 & Statuta tidakkah malah membuat Senat ISI lebih cacat lagi??

Setelah temuan Irjen Kemendiknas menjadikan Senat ISI Dps cacat hukum, konon mantan Irjen tsb ditangkap KPK?? Jadi yg cacat itu sesungguhnya Senat apa Irjen???
